The Ministry of Defence (MOD) required secure, modern and efficient working accommodation in central London. MOD had recognised that improvements were necessary to its existing accommodation known as Main Building. The redevelopment was a large and complex project. It involved moving over 3,000 staff into other  accommodation.

In 2001 HM Revenue & Customs in the UK signed a 20-year contract with Mapeley STEPS Contractor Limited. The Department transferred ownership and management of around 60 per cent of its estate. The remainder of the Department’s estate consisted of private finance initiative deals on specific buildings, properties rented from other departments, and properties at ports.
